If you want to tie very small flies just use your normal size hook, say a 14 and tie the body ‘short’. OK so it may not look right to you but the fish don’t seem to mind.
If you look at some of the Scottish style of flies their body is hardly anything at all.
If I recall correctly in the 1970s Richard Walker a UK angler of note caught the then English record rainbow on a ‘Partridge & Orange’ tied short. I think he used a size 8 which is huge.
