I doubt I could tie a kebari that small, size 18. I do well to tie size 14.

Seems to be a company or brand name.

Are those ayu flies or kebari? Or both?

Most websites I see talk about using Ayu kebari to fish for Ayu using a tenkara rod, or using a Hae Rod, ハエ竿, which many people use for tenkara fishing.
Which is what the writer of this blog has written. There are a few links in the blog, one is to a Flash/Digi-book of Ayu kebari.

However, Todoroki-san post has a list of Ayu kebari, I assume for fishing for Ayu, however they should appeal to other fish. Tying ayu kebari appears to be a 7 step process. More complex than the standard tenkara kebari. Pretty though
